16 & 17 February, 2018 – LIKELY TARGET OF GUNFIRE ARRESTED – CHARGED WITH MULTIPLE FELONIES

On Friday evening, Officers Nicole Motzer and Todd Kelly were sent to an apartment on Grace Street to investigate a reported domestic dispute. They met the forty-six year old woman who’d called.

She described being attacked by her ex-boyfriend Shywann Marquise Daluz (3-18-1975), of Hamden, CT, just minutes before the officers arrived. She said they’ve been separated for months. She has two protective-orders against him. Despite the orders, she claimed he showed up at her door. She described shielding her grandchildren as he attacked her. The officers saw the living room in disarray – the kind of disarray one would expect following a struggle. The victim had a visible abrasion, a bruise and a “grab mark”.

The woman told the cops she’s been the repeated victim of Daluz’ stalking – that he’d come to her home and watch her from an adjacent alleyway. She said he’d message her describing what he could see her wearing. The officers offered the victim medical assistance. She declined. They then went looking for her estranged ex-boyfriend. He lives in Hamden. HPD Officers searched for him and went to his home. He wasn’t there.

When the officers returned to Grace Street, the victim was receiving disturbing text messages from Daluz. In his messages, he suggested he’d harm himself. Additional officers were added to the search. Daluz was listed as an endangered missing person while the officers worked on a safety plan for the victim.

The officers wrote up an arrest warrant for Daluz. He’d be charged with breach of peace in the second degree, Assault in the third degree, criminal trespass in the first degree, stalking in the first degree, harassment in the second degree, two counts of criminal violation of a protective order and two counts of risk of injury to a minor. The search was on, though Daluz remained on the lam until the next day.

On Saturday, Officers Evan Kelly, Nicole Motzer, Stephen Jaques, Robert Stratton, Monique Moore, Jenna Davis, Annastassia Scott and Michael Maciver rushed to the area of State and Grace Streets. Several 911 callers reported hearing an argument followed by single gunshot.

Witnesses said a man and woman were arguing. The shot rang out and the woman could be heard screaming as she ran away. Some of the officers followed footprints in the recently fallen snow. The prints were small and likely a woman’s. They didn’t lead them to anyone involved.

One man told police he’d seen and heard the same thing. After the shot, he said a man and woman ran in one direction and two men, in the other.

The woman who’d reported the domestic dispute a day earlier, arrived. She told the officers her ex, Shywann Marquise Daluz, had just tried breaking into her Grace Street home through a basement window. She said her neighbor had warned her Daluz was trying to break in, had confronted him at her window and struggled to hold on to him for police. She said Daluz wriggled out of his jacket, which the neighbor kept. She told them Daluz was getting away and was probably heading home.

Officers Evan Kelly and Jenna Davis headed toward the man’s home in Hamden. They found him walking on the fifteen-hundred block of State Street. They put him in handcuffs and asked him about the gunshot.

He said he’d been shot at – and knows who pulled the trigger. Daluz was unharmed.

He was charged with criminal attempt to commit burglary in the third degree, criminal trespass in the first degree, stalking in the first degree, harassment in the second degree, two counts of criminal violation of a protective order and breach of peace in the second degree. These charges are independent of those for the earlier reported incident.

The investigation remains open. Officers are searching for the gunman.

19 February, 2018 – ARMED TRESPASSER ARRESTED AFTER STRUGGLE WITH COPS

At 5:00 PM, Officer Yonick Crawford was waved down by a man complaining a drug-dealer was conducting his business in the common hallway at his apartment building, located at 226 Elsworth Avenue. Crawford called for back-up and went inside.

The suspect was walking down the stairs. He looked at the officer standing below and said, “Oh shit”! He bladed his body away from the officer. The man obeyed Crawford’s command to remove his hand from his pocket.

Crawford asked if he lived there. He replied he didn’t. He presented his driver’s license. Crawford ran the name - Philip E. Pervis (7-30-1990), of The Ella T Grasso Boulevard in New Haven.

Officer Kenroy Taylor entered the building. Pervis put his hand back into his pocket. Take your hand out, commanded Taylor. He asked Pervis if he had any weapons on him. Pervis said he had a knife. Officer Crawford saw Pervis looking around as if he was weighing his options to escape. “You’re not going to get too far”, warned Crawford.

Officers Jacob Cedeno, Caitlin Zerella and Christopher Landucci entered the building as Pervis began fighting to remain free from being handcuffed. The officers took Pervis to the ground. Officer Cedeno removed Pervis’ knife – oh, and the loaded Deutche Werks .32 caliber handgun he had tucked inside his waistband.

Pervis was arrested and charged with criminal trespassing in the first degree, carrying a pistol without a permit and interfering with the cops.

21 February, 2018 – POLICE LOOKING FOR WOULD-BE BURGLAR

Apparently the same failure of a burglar was casing homes on Avon Street and Mitchell Drive between 2:30 and 3:20 AM. Officers were called to homes on both streets after a man wearing dark clothing and a green knit cap tried, unsuccessfully to break in (or at least trespass on the properties).

Officer Scott Durkin and Gary Gamarra went to 25 Avon Street at 2:30 AM. The woman who lives there said she heard noises by her back deck. She went to investigate and spotted a stranger peering inside through her glass door. Then he left.

Less than an hour later, the officers went to a similar complaint at 184 Mitchell Drive. The resident heard someone trying to crawl through a rear window. The crook never made it inside and was last seen running west, toward Orange Street.

Fingerprint Technician, Officer Paul Finch arrived. There wasn’t anything left to lift. Officers canvased the area but didn’t find the intruder.

There is no up-tick in burglaries but police are warning residents and business owners to check out their properties. Are you vulnerable? Can your home be better secured?

We should all be thinking about the well-known proverb, “A chain is only as strong as its weakest link”. Let’s customize that by replacing strong with “protected”. Here are some tips we hope you’ll find helpful.

Burglary prevention tips

Good locks, bright lights, active block watches and some common sense can prevent most property crimes.

  • Report suspicious people and vehicles to Police and your neighbors
  • Keep doors & windows secured with good quality locks
  • Add window casement locks or locking pin to keep windows ‘cracked’ a bit
  • Secure window air conditioners to the sash and sill
  • Set your burglar alarm – even when you’re at home
  • Keep porch lights on all night
  • Use motion sensors lights for driveways and back yards
  • Trim back trees & shrubbery
  • Never let strangers into your home
  • Demand and verify identification of utility co. associates, poll takers & sales people.
  • Make your home look occupied. Time lights, radios & televisions
  • Avoid hiding keys outside. Give a spare to a trusted friend
  • Never attach personal information to your key ring
  • Arrange for mail pick up if away for more than a few days
  • Maintain a clearly visible house number so emergency personnel can find you
  • Keep valuables in a hidden secure spot or bank safety deposit box
  • Get to know your neighbors
  • Report nonworking street lights and tree canopies that are below the lights
  • Engrave property with your phone number. Record serial numbers
  • Don’t ignore audible alarms. Call the Police
  • Keep all firearms out of sight and locked up
  • Don’t leave ladders outside your home

  • Set appropriate privacy settings on social media sites and check them often. If you must post vacation pictures, do so after you’ve returned.

New Haven/CT - On Monday, July 24, 2017 at 10:00 a.m., Mayor Toni N. Harp will partner with Microsoft to kick off a three-day Coding Camp at City Hall for nearly 100 of New Haven’s youth.

The camp will expose the kids to many innovative computer experiences such as Hololens (semi-Virtual reality), Paint 3D, Lego Robotics, Arc GIS Mapping and Kinect Sensor showcase. The Microsoft YouthSpark Hub host guest speakers from Connecticut Invention Convention. The New Haven Free Public Library, Yale University Librarian and New Haven Information Technology will also be on hand to provide assistance at the Camp.

This event comes on the heels of the official free Wi-fi on the Green announcement by Mayor Harp this week and continues Mayor Harp’s administration’s vision of digital inclusion, closing the computer science gap and promoting the value of STEM careers by focusing on New Haven youth in addition to promoting the value of STEM careers.

The Mayor along with Microsoft will also host educators to present a potential TEALSprogram that helps schools build and grow sustainable computer science programs through co-teaching partnerships with volunteers from the tech industry. Fewer than 40% of US public schools teach computer science or programming, yet there are currently 500,000 open high-paying tech jobs available for people with this skillset around the country.

Monday’s kick-off will be held on Floor 2 of City Hall in the Aldermatic Chambers– 165 Church Street – in New Haven.

POLICE RAID NETS $22K & COCAINE FROM

A CONVICTED MURDERER’S HOUSE

New Haven |A morning raid by Officers from the New Haven Police Department’s Narcotics Enforcement Unit yielded greater results than originally thought.

With a warrant in hand, plain-clothed Officers hit the door at 147 Lamberton Street at about 10:30 AM. They were looking for drugs and any money garnered from the illegal operation.

Officer Vincent Ovchar authored the search and seizure warrant after he and colleagues investigated the drug house. The target of the warrant was Willie “Chill” Harris Jr (9-28-1971), of that address. His prior address was the Cheshire Correctional Facility where he served fourteen years after being convicted of murder in 1993.

Officer Ovchar had the expert assistance of Officers Jenna Davis, Mike Fumiatti and Tommy Glynn. The Unit boss, Sergeant Wayne Bullock had great praise for the Officers. “They were dedicated to this case. No one knew how much we’d get out of it but never the less, they investigated with vitality and enthusiasm”, he said.

The raid turned up $22,906.00 in cash and a hundred grams of powder and crack cocaine. The single-family home was outfitted with a camera surveillance system and a scanner dedicated to the NHPD frequency assigned for that area of the city.

After Harris’ arrest, detectives from the department’s Robbery & Burglary Unit got roped into the case. Narcotics Officers uncovered a small warehouse of potentially tens of thousands of dollars’ worth of suspect stolen electronics, power tools, beer and other bulk items. “It was as if he was operating his own Wal-Mart”, exclaimed Officer Tommy Glynn. “There were everything from packaged flat screen TVs to laundry detergent”, he said.

At this time, the house is being held while Detectives prepare the second warrant.

Harris was arrested and charged with possession of narcotics with the intent to sell within 1500’ of a school, possession of a controlled substance and operating a drug factory.

MAYOR HARP SUSPENDS RE-ELECTION CAMPAIGN DESPITE INCLINATION – AND PASSIONATE EXHORTATIONS – TO CONTINUE

WILL FOCUS ON PROJECT COMPLETION FOR DURATION OF TERM

New Haven – Mayor Toni N. Harp said today she has suspended her campaign for re-election despite some inclination – and repeated and passionate pleadings from supporters – to continue.

The city’s November ballot will include Mayor Harp’s name – on the Working Families Party (WFP) line – so voters have an opportunity to vote for the mayor at that time, but there will be no active effort to seek voter support between now and November 5.

A lifelong Democrat, Mayor Harp said she was honored by July’s overwhelming endorsement at the New Haven Democratic Town Committee’s convention, pleased last month by the WFP nomination, and grateful for continuing affirmation of her successful, six-years’ record leading the city.

“I’ve been blessed – and remain grateful – for enthusiastic assistance from thousands and thousands of supporters, contributors, and voters and it’s been my good fortune – literally – to have the opportunity I’ve had to be mayor these past nearly six years,” Mayor Harp said. “We’ve worked together to advance this city well beyond where it was six years ago and among so many accomplishments, I’m most proud of the partnerships and collaborations at the heart of them.”

Mayor Harp cited a most-impressive list of citywide improvements over six years, beginning with the removal of an ominous fence separating New Haven from Hamden, arranging for clean-up of the old English Station power plant, the restored College Street Music Hall, the new police department indoor firing range, the renovated Ralph Walker skating rink, the new Fort Hale Park fishing pier, development plans for Long Wharf, a refurbished Food Truck Paradise and new, two-way bike lane there, renovations at the Ives Main Branch – and other improvements throughout the public library system, the overhauled Coogan Pavilion in Edgewood Park, creation of a new Cherry Ann Park with its new gazebo, demolition of the Church Street South housing complex ahead of more transit-oriented, mixed use on that parcel, steady progress on the major Downtown Crossing and Hill-to-Downtown redevelopment projects, the District innovation and technology hub in East Rock, the bioscience career ladder in partnership with SCSU, the ESUMS campus at UNH, the Gateway to College high school completion program at Gateway Community College, the Hillhouse High School academies, the small business academy and financial empowerment program for adults, and steady progress toward a worker-owned, commercial laundry facility in Newhallville.

Mayor Harp said that despite these and other achievements, a balanced budget and improved city finances, lower crime rates, the eminently successful Youth Stat program, improved outcomes at New Haven Public Schools, and robust private-sector development throughout the city, the compromised political climate and daunting financial and operational logistics of a continuing campaign make prospects remote for a successful outcome.

“On one hand it’s completely counter-intuitive to walk away from all this progress and allow coalitions to be shattered that’ve been irrefutably successful, yet on the other hand there are simply too many practical considerations and obstacles to overcome for my team to effectively campaign for another term,” Mayor Harp said.

Mayor Harp said with a new firefighter labor contract pending before the Board of Alders, the next phase of Downtown Crossing just underway, construction of the Q House started, Yale New Haven Health’s $838 million neuroscience center ramping up, and a full fall schedule still pending, it’s most important to pursue her duties as mayor and continue advancing the city’s fortunes.

Mayor Harp restated and underscored her appreciation and gratitude for the generous contribution of time and effort from supporters these past many months, and over many years.

NBC Sports Network Fight Night

Friday, June 14 - Sands Casino Resort Bethlehem

Bryant Jennings vs. Andrey Fedosov
Sergey Kovalev vs. Cornelius White
Ronald Cruz vs. Ray Narh

BRYANT JENNINGS 6/5 MEDIA WORKOUT

VIDEO, PHOTOS AND Q&A

ABC GYM, 1400 N. 26th ST, PHILADELPHIA, PA

Bryant "By By" Jennings Media Workout - NBCSN FIGHT NIGHT June 14th

Bryant Jennings (16-0, 8 KO's) held a media workout today in preparation for his June 14th NBC Sports Network Fight Night clash against Andrey Fedosov (24-2, 19 KO's). The fight is part of a triple header on a 7-bout card  that will be held at Sands Casino Resort Bethlem.

Also part of the triple header is a 12-round IBF light heavyweight eliminator showcasing Segey Kovalev (20-0-1, 18 KO's) vs. Cornelius White (21-1, 16 KO's) and a 10-round welterweight battle featuring Ronald Cruz (17-1, 12 KO's) vs. Raymond Narh (25-2, 21 KO's). The NBC Sports Network telecast begins at 8PM EDT

Here's what Jennings shared during the workout today at  ABC Gym in Philadelphia:

Why take this fight with Fedosov? Boxing is a business. You have to build yourself, your marketability. This is our business we hit, we get hit, it's what we do. I'm not gonna just wait around. A lot of it is patience. Patience is very much needed in this sport. As I always say, 'welcome to the fight game.'

631.jpg

What do you know about this guy you are going to fight (Fedosov)? I don't know nothing about him. I very seldom know anything about any of my opponents. That's my trainer's job.

Were you trying to add new moves during sparring? No that's just me. I was trying not to open up against him (sparring partner). Just trying to let him get comfortable punching, just get through the work and conditioning of it. I work on my techniques. We did train early this morning: we did 5 miles, my fastest mile this morning was 6:04; 20 minutes on the pads; then I went in the house and did push-ups, sit ups; drank a smoothie; and then tried to lay down so I could rest up to come back here.

632.jpg

In sparring are you going for the knockout? No, it's the push. This way I'll be able to operate in the later rounds at a high pace, at a fast pace and still be conditioned. And then you go back to the corner, recover for those 30 seconds and come back out and do it all over again. I can do it for 20 rounds.

633.jpg

When you train you seem to go twice as hard than other opponents - you train all day, put in 6 miles a day instead of 3. Was it that way for this camp and why? It's that way for every camp. Running is easy for me. You have to remember I started later and didn't have a big amateur career. I thought I have work twice as hard to get to this point, because I came in the game late. I had to fast track. It's just my way.

634.jpg

When you are fighting one of these guys (non American) does it give you any extra incentive to win for America? Yes, in fact sometimes it gives me the extra push. I know how it is for America to have a heavyweight champion, because it hasn't been here in a long time. I'm a good role model, I have a son and I wouldn't mind if my son lived the same exact life that I lived, because I don't do nothing in front of my son or behind closed doors that I wouldn't have my son do himself when he gets to my age. I just try to be an example for the youth, for the future, just to be that person to look up to. So all in all, being that next heavyweight champion of the world as an American is bigger than anything right now. That's the goal.

Obviously being on NBC Sports Network is not as much money as being on HBO, but it's important to you. Why? You get to be able to showcase on national television. To be able to fight on the national screen is a blessing. People look up to me and NBC Sports like an HBO or Showtime and I feel proud that I can make it appear to be so. Hopefully one day me, my fellow boxers and Main Events can push for that to be as big or even bigger then HBO or Showtime.

African American Mayors Assoc. Names New Haven’s Mayor Harp First Woman President at Annual Meeting in Washington, D.C.

City solutions to national tech, policing and infrastructure challenges also discussed at organization’s annual conference

(WASHINGTON, DC) The African American Mayors Association (AAMA) welcomed hundreds of Mayors from across the country, federal policymakers, technology innovators and other thought-leaders to its annual conference in Washington, D.C this week. In the spirit of this year’s theme, “change, challenge and opportunity,” AAMA mayors connected with cross-sector stakeholders and leaders to share best practices and discuss strategies to influence policy-making in technology, gun violence, infrastructure, and more.

AAMA’s largest convening of the year, the event was held from Wednesday, April 26th to Friday, April 28th at the Marriott Marquis Hotel.

The AAMA @OurMayors

New Haven, Connecticut Mayor Toni N. Harp, was sworn-in as the new AAMA President, the first woman to hold the position. She said, “I am honored my colleagues entrusted me to advance local policy priorities of AAMA members on the national stage. Urban issues are national issues because our communities are representative of the richness our country has to offer. AAMA mayors embrace that richness, connect unlikely partners, seize upon new opportunities borne of collaboration, and deliver the very best services and solutions to residents every day.  I’m excited to bring these stories of success at the local to federal policymakers whose support is essential to make our cities even stronger.”

Former U.S. Transportation Secretary and former Mayor of Charlotte, North Carolina, Anthony Foxx; Senator Tim Scott (R-SC); and Congressional Black Caucus Chair, Rep. Cedric Richmond (D-LA), are among a host of other policymakers and leaders who participated in the conference this year.

Some of the conference highlights include a session exploring the benefits and challenges of smart city technologies, focused especially on the reforms needed to ensure communities of color are full beneficiaries when these new technologies are deployed; a session on removing local barriers to technology and increasing diversity in the tech industry to promote innovation; and a session on how local governments can position themselves to maximize potential new federal investment in infrastructure.

Mayor Toni N. Harp and organizers of the New Haven Caribbean Heritage Festival and the Jamaican American Connection kicked off the sixth celebration of Caribbean culture at City Hall this week. All people who are of Caribbean descent were invited to city hall to mix and mingle and take a group photo documenting their heavy presence in New Haven.

This year’s festival will return to DeGale Field (Goffe Street Park) on June 30, 2019 beginning at 1:00 pm in true “Caribbean style” with time for family, authentic music, dancing, as well as amazing food from several local vendors. This event will begin with a rolling precession of island music and costumed dancers to give the community a taste of carnival; a traditional and highly raved/anticipated parade style event. Rain or shine, everyone young or old is encouraged to come out and indulge in an Caribbean experience like no other.

(Statement from Caribbean Heritage Month's Website)

'In June 2005, the House of Representatives unanimously adopted H. Con. Res. 71, sponsored by Congresswoman Barbara Lee, recognizing the significance of Caribbean people and their descendants in the history and culture of the United States.

The campaign to designate June as National Caribbean American Heritage Month, was spearheaded by Dr. Claire Nelson, Founder and President of the Institute of Caribbean Studies.  Through the commemoration of this month, we hope to ensure that America is reminded that its greatness lies in its diversity, with Caribbean immigrants from founding father Alexander Hamilton, to journalist Malcolm Gladwell, who have shaped the American dream.'

Since Mayor Harp's time in office, Carribean nationals who work and live in the city have been invited to showcase their culture at City Hall during this month. People of the Caribbean Diaspora have been a part of the rich culture of New Haven since at least the 1900s and will continue to share their beautiful culture with everyone.

POLICE NEWS:

3 February, 2015 – “DID YOU HEAR THAT GUNSHOT”?

At 8:30 PM, Officers Christopher Cameron and Carlos Conceicao were at
Dwight and Chapel Streets when they heard a gunshot. It sounded to them
as if it had come from the area of the nearby Antillean Manor housing
complex.

Officers Derek Werner and David Diaz were just blocks away on
Kensington Street when they heard the shot and radioed it in to
dispatchers. They thought the shot was fired close to the Kensington
Park. They headed there and began searching.

As they searched, Officers Conceicao and Cameron spotted Hassan Toller
(7-25-1990), of Bond Street in New Haven. He was on housing authority
property and didn’t live there. He was hunched over in a parking lot.
When Toler saw the Officers, he started walking down the sidewalk.
Officer Conceicao recognized him from a previous gun and drug arrest and
followed him to Day Street.

The Officer got in Toler’s way forcing Toler to walk toward him.
“Did you hear that gunshot”, asked Officer Conceicao. “No,
Carlos. I didn’t hear anything”, Toler responded. When asked what he
was doing back there, Toler said, “Nothing”. He was breathing
heavily and when questioned by the Officer about that, decided not to
stick around. Toler picked up his pace, looking over his shoulder at
Officer Conceicao several times.

Officer Conceicao followed Toler who had his right hand in his jacket
pocket. He called out, “Hassan, come here”. He didn’t. Instead,
Toler ran in a full sprint from the Officer. Officer Cameron was running
toward Toler from another direction. Toler took a dark object from his
pocket and tossed it to the ground.

Officers Werner and Diaz were heading to the spot Toler was running.
Soon surrounded, Toler followed the order to stop.

The item he’d discarded was a loaded black “Ruger” LC9 9mm
semi-automatic handgun with a laser attachment. The items he’d failed
to discard – found in his sweatshirt pocket were his five bags of
crack cocaine and money – suspected to be the profit from illegal drug
dealing.

Toler, a convicted felon, was arrested and charged with carrying a
pistol without a permit, criminal possession of a firearm, a few
narcotics charges and trespassing. No one had been shot.

During his arrest, Toler complained he was out of breath and requested
medical assistance. EMTs were called and transported him to Yale – New
Haven Hospital. He was soon released and brought to the detention center
for booking.

In terms of speaking with team leaders, here are some ideas:
  • The Mayor is still on the ballot Tuesday, November 5 for the Working Families Party. She can still win but she needs all our help.
  • Mayor Harp is a fighter. She fought for us in Hartford for over twenty years. She championed HUSKY, our community health centers, youth programs, new schools.
  • As Mayor, Toni Harp has protected us from Trump. She even boycotted Trump when he invited her to the US Conference of Mayors, and got called out by him by name for protecting New Haven as a sanctuary city. Since then she has stood with our immigrant communities against attack.
  • Mayor Harp is the first woman Mayor and second black Mayor in New Haven's nearly 400 years of history. She took a "demotion" from Senator to Mayor because she loves the people of this city.
  • Since 2013, Mayor Harp has brought the murder rate to an historic 50 year low and the high school graduation rate to an historic 50 year high. Her focus has been on youth with numerous successful youth programs that got a shout-out from President Obama.
  • Under Mayor Harp's leadership we have seen 2,000 new units of affordable housing, the planned building of Michelle's House, the rebuilding of the Q House, new apprenticeship and training programs, and hundreds of new jobs for local New Haveners in new development.
  • We need to urge Mayor Harp to keep fighting and campaign to protect her legacy against slanderous and vicious attacks lobbied against her. Despite the false accusations and insinuations, Mayor Harp and her senior staff are a model of integrity and public service. Every dollar is carefully budgeted, and New Haven has a fiscal year surplus for the first time in years.
All my best,
Alex Taubes
