The number of refugees in Turkey has reached over 3.4 million, making Turkey the host country with the largest refugee/migrant population in the world. Despite the efforts and generosity of Turkey, local authorities and host communities, 90% of refugees from Syria, as well as many refugees/migrants from other nationalities, live outside the camps under very difficult conditions. This unprecedented humanitarian crisis required an innovative humanitarian response.  To this end, the Emergency Social Safety Net (ESSN) funded by the EU Civil Protection and Humanitarian Aid (ECHO) was launched on 26 September 2016.

 

The ESSN is a multi-purpose cash assistance scheme  targeting the most vulnerable refugees living in Turkey. People receiving the help can decide themselves how to use the money they receive, whether it is for food, rent and utility bills. So far, more than 850.000 vulnerable refugees are being supported on a monthly basis through the ESSN debit card, known in Turkey as the “Kizilay Kart”. Each family receives one card which is uploaded every month with 120 Turkish Lira (roughly €30) per household member. This regular income has a great impact on the lives of most vulnerable refugees all over the country. More applications are being received from vulnerable families on a daily basis.

 

The ESSN is funded by the EU with an initial grant of €348 million and demonstrates the power of partnership in delivering humanitarian aid: It is implemented in collaboration between the World Food Programme (WFP), the Turkish Red Crescent (TRC), also known as Kizilay, and the Turkish Ministry of Family and Social Policies (MoFSP). The Disasters and Emergency Management Presidency (AFAD) provides overall coordination of the programme. The ESSN is not only the EU’s largest single humanitarian project ever but it is also unique as it uses the Turkish social welfare system as a basis to implement a humanitarian project. The funds supporting the ESSN are part of the  “ EU Facility for Refugees of Turkey”, created as a  response to the EU Member States’ call for significant additional funding to support   refugees   in   Turkey.   The   Facility   is   designed  to  ensure  that  the  needs  of  refugees and   host   communities   are   addressed   in   a comprehensive  and  coordinated  manner.  There are currently 35 humanitarian projects being funded through the Facility in Turkey.

(New Haven, CT) – Mayor Toni N. Harp announced that the City of New Haven School Construction Program has exceeded hiring goals for women, minorities, and New Haven residents with completion of three schools in 2017.

 

What’s more, the initiative continues to provide meaningful construction-related work for minorities, women, and city residents. Since 2014, workers in these categories logged more than 250,000 hours on the construction of New Haven’s Engineering & Science University Magnet School (ESUMS), the Dr. Reginald Mayo Early Childhood School and the NEW HAVEN ACADEMY

 

“Construction of these schools resulted in $8.0 million in payroll wages to New Haven residents, a remarkable and noteworthy transfer of wealth into local neighborhoods,” Mayor Harp said. “In fact, New Haven Academy set a new record with 46 percent city resident workers over the entire history of the School Construction Program.”

 

Hiring goals for minority, women, and resident workers were increased under a new Mayor Harp Project Labor Agreement (PLA) that helped achieve better participation rates.

 

New Haven operates the largest school construction program in the state. Begun in 1995, the Citywide School Construction Program has evolved into a national model for its massive scope, innovative financing and high degree of community participation and involvement. The program encompassed 42 school construction projects, all approved by the State of Connecticut and City of New Haven, totaling approximately $1.7 billion in building investment.

 

In addition, the overall workforce hours’ average for New Haven residents increased from 20% to 24% and the women workforce hours overall increased from 6% to 7.7%. New Haven Academy had overall 55% minority workforce hours. New Haven Public Schools Operations and School Construction Divisions, Construction Managers: Gilbane, Fusco, A. Prete, Giordano,  the City (CEO), and Architects: Ken Borsoson, Svigals and Partners and BL Companies did an exceptional job in increasing local, MBE and WBE participation on the most recent projects

 

“Economic Development continues at an impressive rate in New Haven and nowhere is that more evident – or more important – than in the city’s outstanding public schools,” stated Matthew Nemerson, the city’s Economic Development Administrator. “Not only does this provide an environment conducive to better educating our children, but it provides more jobs and economic opportunity for their parents, as well.”

 

“Perhaps our greatest responsibility is the education of our children and thanks to the New Haven Citywide School Construction and Sustainability Program, we are building better schools to create state of the art learning, energy efficient and safe learning environments which help us achieve that goal,” stated New Haven Public Schools Interim Superintendent Dr. Reginald Mayo. “I am proud that we are able to do so, while also helping provide needed jobs to City residents and minority owned businesses.”

GUN RECOVERED AFTER PURSUIT

At 7:45 PM, Narcotics Enforcement Officers received word that a young man was armed with a handgun and was in a Mazda, parked at the pump at a Gas Station on Whalley Avenue. The undercover officers arrived within five minutes and spotted the Mazda in question. The man described to them was pumping gas.

 

The undercovers followed the car as it left the pumps – their subject was a passenger. The Mazda passed a marked cruiser near Elm and York Streets. The officer in it pulled out behind one of the unmarked cars. The nervous looking passenger was likely aware of the officers’ presence. The cops hit the lights & siren. The Mazda began to pull over. Compliance turned to defiance as the driver changed his mind and sped off. A pursuit began. The car fled on Elm Street, passed State Street and ended when the suspect jumped out, now fleeing on foot into the Farnam Court Housing Complex. Officers found him a minute later, speaking with his mother on his phone in front of 210 Hamilton Street. On the ground nearby, lay the described gun – a black KelTec 9mm handgun.

 

The suspect, seventeen, was charged with trespassing and interfering. The investigation remains open.

3 September, 2017 – SHOOTING INVESTIGATION

 

Minutes past midnight, Officers were dispatched to Viva Zapata Restaurant at 161 Park Street after a fight was reported. Witnesses there directed the arriving officers to a nearby parking lot. They’d heard a gunshot.

 

Minutes later, staff at Yale New Haven Hospital reported the arrival of a gunshot victim. He’d been dropped off by private car.

 

The wounded man, twenty-seven year old Michael Urena, of New Haven, told police he'd witnessed a fight outside the Restaurant. He said he heard a single gunshot and soon realized he'd been struck. He could not describe the shooter. Urena had been grazed twice by bullet fragments; once to his forehead and again, to his abdomen.

 

Urena' wounds were not life-threatening. He was released from the hospital an hour later.

 

Police are asking anyone with information about this crime to call detectives at 203-946-6304. Calls may be made anonymously.

 

3 September, 2017 – ROBBED TRYING TO SCORE HEROIN

 

At 9:25 PM, Officers Steven Travaglino and Jazmin Delgado were on the beat at Grand Avenue and Franklin Street, when they were approached by a man claiming to have been robbed inside the Farnam Court Housing Complex. The victim, fifty-seven year old Joseph Sumpter, a self-described “wanderer’ from Washington State, stopped in New Haven to buy syringes for heroin. He said he was trying to get to New Hampshire.

 

Sumpter said he’s travelled through these parts before and knew a guy named “Mark”. He said he found Mark and the two set off to buy beer and heroin. Sumpter told the cops he’d given Mark twenty bucks to get him the drugs. He said that was the last he saw of Mark. Sumpter then said he met a woman named “Trish”. He gave her another of his twenties and asked her to buy him drugs. True to her word, Trish returned with his purchase.

 

Sumpter said he didn’t have any syringes. Neither did Trish. The two went to a nearby apartment. Sumpter said he thought it was hers. It wasn’t. Sumpter said he thought he saw Mark inside. Three others were there as well. They beat him up and relieved him of his remaining eighty dollars.

 

Sumpter was unable to provide detectives with descriptions of his assailants. He told them he wasn’t happy with his New Haven visit and wanted to leave Connecticut.

 

3 September, 2017 – CELL PHONE ROBBERY

 

At 11:18 PM, Officers Justiano Nieves and Richard Miller were approached by a forty year old woman who said she was robbed of her cell phone, its charger and ten dollars.

 

She said she was at Chapel & Church Streets, when a man demanded her phone. She said he pushed her down and took the items. The victim described the crook as a white or Hispanic man in his twenties. He is heavy and wore tight fitting clothes. He has a scruffy beard.

 

The victim could neither describe her phone or remember her phone number. Detectives will follow-up with the victim.
